Where fees go: Creator fees stay on the launch wallet and are forwarded to the keeper by hand. Every forwarded deposit splits 90 percent into the pot and 10 percent into work: the RPC and the server that run this.

Who decides: Nobody here. The keeper reads the publisher's own pages every hour and the policy settles on what they say.
Signal: The official release date stops reading 19 Nov 2026, or a corporate press release says the game will not make that date.
Confirmation: A signal has to still hold 24 hours later. While it waits, the policy state reads HOLD and nothing is paid.
Odds: The public prediction market on the same question is read as an indicator and drawn on the vertical axis. It never settles anything, and it reads NO READING when the market cannot be reached.

On a delay: The keeper takes a holder snapshot at the hour the signal confirms, drops the bonding curve and the pool accounts, keeps every wallet worth at least 20 dollars of $GTI, and sends SOL pro rata by balance. No claim, no button, no gas for you.
On time: The pot buys $GTI through Jupiter and burns it with the token program. The burn signature lands in this list.
